The Broad Agency Announcement (BAA) is a US tool used by government agencies for acquisition of basic and applied research. It is generally focussed on scientific studies and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution.

A 5-pages white paper should be first addressed to the attention of the relevant point of contact and only if approved, invited to elaborate the full proposal, as explained here:
